I took three mk I plasma DHC (Acc uncommon, CrtD uncommon, CrtH uncommon) and mounted them each as the only weapon and pit them each against a ship for an hour (for three hrs total). Distance from ship was 9.94km, weapon power at 36 and ship power on the opposing ship at 45 (if you need more details than that just ask). Both ships did not move.

The tests may not be long enough for absoute certainty but they sure say a lot, also do keep in mind that the Acc mod has demishing returns (so Accx2 is less than two Acc mods) (I am not sure about the other mods). I didn't test Dmg because there was no Mk I plasma version of it on the exchange and because it is pretty much regarded the worst out of the mods).
Also on the CrtH test I accidently stopped firing for a second, and I used tatical team once each on all tests.
Well with a quick look at the results on my parser (ACT with Abydos Plugin):
All tests had 100% accuracy
Acc > CrtD > CrtH (THIS IS INVALID LOOK BELOW) keep in mind that is damage only and dosen't take into account that CrtH benefits stuff such as tier 4 romulan placate, and acc benefits in PvP for procs and stuff, aslo note that increased accuracy affects CrtH benefits positively in PvP as well
Suprisingly Acc gave more critical hit chance then critical hit itself.
So there you have it Acc is better in PvE and defiantly in PvP afterall, providing those results had enough tests are were not messed up by random chance.
EDIT: Wait a moment, the logs are changing their results everytime they are loaded because of ACT, I will try combatlog parser later, in the mean time the logs themseleves are still there so you can have a look yourself, so for the time being disregard my evaultion section.
Edit 2: So I just got out combatlog parser (finally) and found the results don't change and it was pretty clear that ACC > CrtH > CrtD
