Cant use all Starfleet ships when allied with Starfleet?

So when i allied with starfleet i joined for a multitude of reasons:
1) i get to play with my level 50 brother who helps me out a ton
2) i'd get access to earth space dock
and 3) i'd get starfleet ships
But as i get to level 40 and want to switch to the Odyssey Class i found i couldnt and was instead stuck with the same generic ship everyone else gets at level 40, was anyone else really bummed out about this?
it just seems like we get some of the low level ship's we'd never use and told thats our lot.
that and the pitiful amount of romulan ships there is.

If you want to use Starfleet vessels, you roll a Starfleet toon.
If you want to use KDF vessels, you roll a KDF toon.
And the Romulans should be playing Romulan vessels. I'd venture to even go further by saying they should never use allied vessels at all, even during the lower levels, but that's my opinion.
Much as i'd love to do so there's just not enough ships to do so
Suppose that's why you can use some starfleet ships as "filler" but its just not enough.
now meaning if i want cooler ships i have to go and level up a starfleet guy just to be a bit more unique though i have little interest in starfleet.
You are their allies why would they give you unlimited access to their top of the line tecnology/ships? Makes no sense in any aspect so that is why you don't have unlimited access to what your ally has.
If someone wants to fly top of the line Fed/Klingon ships play as a Fed/Klingon.
The tuffli is cross factional, just like the tal shiar, jem etc ships it can be used by any faction

I've got my Rom up to Commander (captain to the rest of the factions) and just moved into the D'deridex... sure the thing needs a small plantary orbit to turn (really, a gravity slingshot might be a big help!). I'm having a good time I am! but its got more then sufficient firepower to do the job. You have battlecloak.. USE IT!
To Run Away In A Romulan Ship
1. Shift power to engines.
2. Pop an engine battery (or your red matter capacitor)
3. Hit evasive manuvers...and most importantly move away from the bad guys, any direction, just as long as its away..
4. Battlecloak! get about 15k out or more, turn to face the enemy, shift power to Aux, and repair ship. Stay under cloak.
Rom ships work best if you think like a Romulan. Thier ships are phenominally powerfull.. IF YOU USE THEM AS DESIGNED! They are not fed cruisers, escorts, or sci ships, they are not KDF raiders, raptors, or battlecruisers.
They combine aspects of Battlecruisers, and science ships, with the unique mechanics of the singularity core. Get sneaky! Thier designed for it.. Use them right and they are very very powerfull ships.
There is no benifit to a romulan faction player flying a tier 5 or 5+ fed or kdf ship. If thats what you want to do, then you need to just play a fed OR kdf toon. The most potent powers a Romulan player can bring to combat require a singularity core powered ship. If your not going to bring a romulan ship to end game, then as soon as you've played through all of the mission content, park your Rom and go back to your Fed toon. Simple as that.

Even if you could use T5 ally ships, you wouldn't be able to use the Odyssey at level 40. No one can: it's a level 50 ship.
That said, the Ha'apax is a powerful warbird that is a match for any Starfleet cruiser. It's tough, and its main weaknesses (lower power and slow turn rate) are mitigated by its Engineering seating and Battlecloak (it can almost always set up a 10km attack run, except in PvP where EPtAux is on the rise due to its incorrect Stealth detection bonus).
RR is not an entirely independant faction because....
PvP needs further development, and lots of it. Red v Blue only. Making it Red v Blue v Green would just make it far more difficult, and take far far longer to get it set up. All you young players grew up on twitch platformers and console games, and shooters, and more conventional MMO's. And your all rather conservative when it comes to computer gaming, and as a whole tend to react very badly to anything that is outside what your used to.. Don't take it personal.. Kids have always been this way. Its damd near instinctual! You should get over it by the time you hit your 30th birthday.
All of the blogs concerning this issue clearly stated that romulan players would not have access to the T-5 and T-5+ ships of thier allied faction. Any of the lower tier, check!, and of the lower tier C-store ships? Also Check! Get 'em for the consoles. If you all ready had the ships then your roms have access to them (C-store ships are account unlocks)
It is what it is for now, and what it is is amazingly good.
