Romulans get no Respec(t)

I Have a lifetime account and I just noticed that my KDF Romulan who is level 26 has only 1 Respec token. Don't LT and Gold accounts get a respec token when the level up? If that is the case, should i not have 3 or 4 for leveling and then 4 as vet rewards?
