Rotating Weapon Frequency: How does it work?

I've come to the conclusion since the addition of this Tier III Omega Reputation ability that it either decreases the chance of gaining an adaptation marker, or increases the adaptation markers required before having to remodulate.
For those unaware, there is a 75% chance for the Borg, after getting hit with an energy weapon, in approximately 1.33 seconds that the weapon properties will be analysed by Borg and adapted against. It requires four adaptation markers for the weapon type to be rendered useless without remodulating weapon frequencies.
Rotating Weapon Frequency was first made canon in Star Trek IX: First Contact.

Based on that information, I can guess that either the rate of adaptation has been reduced to 25%, or the adaptation markers has been upgraded to a number around 12.Captain Jean-Luc Picard wrote:These weapons are set on a rotating frequency.
