Why can't the lower tier characters get in?
Look, the Romulan story mission is great - I have no complaints about that - but I don't want to be beholden only to that for leveling. Ker'rat is a place for PvP, as well as a social hub. Keeping the lower tiers out (while level 45 and up can get in at ANY tier thanks to...a bug?) makes ZERO sense.
