Question about Shrapnel Torpedo Launcher console

Can the Shrapnel Torpedo Launcher console be equipped on other ships or only on the Tal Shiar Adapted Destroyer?

    All the Tal Shiar lockbox unique items can only be put on the 2 adapted ships. These being the consoles and the warp cores.

    also NO romulan consoles work with them even tho they are romulan ships. u can use the stuff of the faction u ally with
