boff abilities and hotbars

On on my romulans I keep having the problem with game keep putting boff abilities on my hotbars. This happens every single time I zone and getting feed up with it. I got my hotbars setup the way "I" want them not what the game thinks they should be.

I've tried everything from removing my boffs completely and then putting them back on, to closing the game and doing force verify. Yet nothing helps, and this only happens with my romulans.

I've been having this too, except it's on my Fed captain. And it's getting very annoying.
