No missions listed under Available? Why?

I am level 21 I have done the "Explore Strange New Worlds" mission to get Dilithium once on this character and now there are no missions listed there anymore. Is this a bug? Should I report it? This character is allied with the Klingons, is that why? Klingons don't get those missions? I am new to the game and really new to playing the Klingon side so I don't know what to do about this because I like doing those missions once every 24 hours to get my 1440 dilithium reward and I can't do that with this character anymore...:confused:

Any help at all would be really appreciated.
