Did the last ditch effort trait mess up my going down fighting ability?

I used to be able to activate Going down fighting 3 when ever I wanted pre mod 7 I belive. But now it seems I have to be below 50% hull or something to activate it.. Was it because I took the last ditch effort trait?

No they changed it regardless if you have that trait or not.

Its damage bonus however now lasts for 60 seconds and will stay active even if you die and respawn. IMO the updated Go down fighting power is better than before.
