Help! Advanced Tholian Recluse Carrier Pets Unpurchasable

I opened a Tholian Recluse Carrier on my Romulan faction character, opened the dill store and the Advanced Mesh Weavers are not purchasable.

Am I doing something wrong, is there a workaround?
