ok, first of all its not hard, just minor changes...
first of all make mark buttons , and mark all buttons, to delete all mails or to report to spam...
make mails not account wide , make them character use only... and btw u can make another C-Store unlock for mail account to have access from all character ... something like that...i think u'll consider it ...

some of these changes are hard;
mail isn't just account-wide, its company-wide. Your STO mailbox is the same in CO and NW, you can read mail from any of those games in any of those games.
Making mail character only would cripple it. I have 17 toons in STO. If someone sends a mail to one of my underused toons, I may not respond to it for days despite being active on other toons.
a report all to spam is really unneeded. I have already been chat banned by fleetmates because they hit the wrong button. Any time you report spam, that person is added to your ignore list, imagine the mess if you do that by accident.
Delete all would be fine, except you could accidentally delete items in your mailbox, a despite claims otherwise, those deleted items are not returned.
- make customizable folders for mail and have mail from different people go into different folders.
- make pre-set folders for; personal, exchange and fleet.
- REMOVE the fleet mail 1 per day cap, its stupid and has no reason to be there what so ever
- allow creation of mailing lists
- increase mail character limit cap
- allow the automatic sending of fleet welcome mails so that fleet leaders do not need to individualy send out mails to new members with fleet information like Fleet information and instructions on how to sign up for fleet websites or TS servers and so on

about mail character only system, i would like that, i have 5 characters and playing on all of them... )

STO mail isn't CO or NW mail, it's STO mail.
Put STO mail on it's own server !!! I'd even pay to have it hosted elsewhere, just give us the old system back until the devs have time to fix it correctly, as well as provide a means to pool our DOFFs for starbase donations since using the mail for this purpose is an exploit according to your devs.

Would not pooling DOFFs for Starbase Defeat the Purpose of Individual Fleet Credits

You are entirely correct. The mail system is literally a different server entirely. (at least it normally is done that way) It is run much like a normal mail server you would have at a company for inter-department mail. And this very idea is why I am having so much trouble understanding the problem with mail currently and in the past as well. It is not part of the game code other than a subroutine call. The current problem with not being able to delete mail should not be happening. The only way I can think of this happening is they have tied the mail server to the game code somehow. (really bad idea, I honestly can't imagine anyone ever doing that. I can't say I have ever heard of another game doing that) There must be something else causing it, what it is, I have no idea.
And I'm old, not dead.
If your're so smart how come you don't own everything?

There are a number of changes that I would like to see in the mail system.
Obviously the 100 attachment cap has me seeing red. It cripples the kind of game I typically play, which is a doff-heavy game across multiple toons (I currently have 18 characters and have 1 empty slot waiting for one more). Mail has been the only way to manage doffs and boffs the entire time I have played, and now it cannot be used for that even though no replacement system has been offered.
But a few other things I would like to see:
Resizing: currently the size of the email box can be adjusted, but the windows within the box cannot. So even if you make the email window maximum height you can still see only six or so emails at one time. I would like to be able to move the bar that divides the email text area from the list of emails. If I could move it down I could scroll through more emails at once and when I get to the one I want to read I could move the bar up again to reveal more text. That would be great.
Also, while I like the new UI overall, the gutter size for text boxes has been increased, making less lines of text visible whenever they have to be put in individual boxes, like in a list of emails. In addition to the problem above this makes even less emails visible at once that was previously possible, exacerbating the problem.
"Item Sold in the Exchange" - I really don't need to see this every time something sells in the exchange. A way to opt out of it would be great. Or perhaps a daily digest - a single email once per day showing everything that sold would be fine. But basically a set of options for how the exchange emails things to you would be great.
Likewise, when your exchange items expire it would be nice to not have multiple emails, each with one attachment. I think this is more of an exchange issue than a mail issue but it shows up in your mail so I'm bringing it up here. I am assuming that the attachments sent by the exchange do not use up your 100 limit, but even if they don't it is still annoying. The simplest way to do this would have exchange items that expire revert to a price of 0 EC, which would be interpreted by the exchange engine as "not for sale" and those items would no longer be buyable. So you would have to return to the exchange to get them out or re-list them. Since you already have to go to a mail terminal to get the items this isn`t much of a hardship. This system would also allow you to have email options like the ones I describe in "Item Sold in the Exchange" - you could opt for no notification or a single daily notification.
- allow the automatic sending of fleet welcome mails so that fleet leaders do not need to individually send out mails to new members with fleet information like Fleet information and instructions on how to sign up for fleet websites or TS servers and so on.

Separating the mail system would be more complex than anything else since it's all tied into the account server I'm assuming. What I would like to see back is the mail system on the website which allowed you to select all then delete, or whatever. That was a nice little interface that I hope one day returns
