Screen-UI Fading Problem

While I am playing, something is causing my screen to fade out. It is fine for a while and then it happens. I think it might be related to the different popup windows etc. since the fading looks just like it does when one comes up. This includes sector space, system space, and space loading screens. I have not seen this happen outside the ship on the ground or ground loading screens.
It is too dark, I can barely make out what is happening!
I tried to play with the video options to see if I could get it to stop. The only solution I have found so far is to increase the brightness to 119% or higher and then everything is washed out and there a major lack of detail. It just does not look as good.
So, what do I need to do to stop this from happening?
