Valdore's universal console too good?

I won't cry "ZOMGNERFITPVPISDEADZOMGROMULANSAREOP!!!!!111oneoneone" as I'm not a devoted PvP-er, but still, I believe the Shield Absorptive Frequency Generator that comes with the Valdore is way too good in its current state.

2,5% chance to shield heal 200% worth of damage done to enemy with a salvo. This is basically yet another Plasmonic Leech in terms of usefulness, as during continuous fire my shields heal on their own most of the time and the only thing I need to worry about is hull damage. The enemy doesn't even have to be shielded for the effect to take place, as you can regenerate all your shields by firing at the nanite generator during an STF.

True, this makes the console worth having and fun, but looking at this objectively I cannot shake the feeling that the 200% is too much. Was it supposed to be 20%? Even 100% could be too much. And if the 200% would remain then perhaps some cooldown is required, like that the effect can take place once every ~10 seconds?

yeah with what some people are able to get out of there weapons there shields would never be down that would be 2,000-4,000 shield HP per proc trigger

wonder if an of the PvPers have tested this out yet? and this is sort of the reason i wish they would let us test ships or at least the consoles on tribble

Plasmonic leech isn't chance based, it's always on when your weapons hit the target. 2.5% chance isn't that useful unless you're using an all cannon escort/Valdore as I suspect you are.

It works so well that I see my TVaro shields at 100% when my hull is at 5%. Happens all the time. At first I thought something was bypassing my shields, then I realized my shields were magically regenerating.

Nope, I'm using it on D'deri with mixed dual cannon + torp + turret build (until I get my Rom weapons and full set) and I can still see my shields regenerating almost instantly.

It's 2.5% chance, but like Plasmonic it's an always on passive. And these 2.5% hits more often than you'd think.

There's some wonkiness to the proc where it appears to be applying the regen based on salvo damage totals instead of per-tick totals. In addition, it needs a short ICD.
