I know that cruisers are usually relegated to healers in PvP. A few cruisers are damage dealers, albeit not as effective as escorts, but still able to slap faces around. But for the most part, cruisers are support craft, healers. I may or may not be wrong about this, but that's how I see it.
So I had an idea. What is it that cruisers excel at? Staying alive. What do they specialize in? Tanking. What is it that they lean towards the most? Surviving. So why not give them something that can allow them to take advantage of that strength? Someone may have already put this up, but I didn't see a thread like that, so here's my idea:
Sensor Targeting Lock
Cruiser Only Ability
For the next 30 seconds, this ship is the only target that can be targeted by enemy craft. Once this ship is targeted, you cannot change targets. This ship also gains a 10% reduction of damage to shields, and also gains a 30% increase in shield regen. This ship also gains a 10% reduction of damage to hull, and a 30% increase in hull regen.
2 minute cooldown.
The idea behind this is that it's a taunt. It forces enemy ships to fire on this ship, and also as a rather nasty added side-effect, you cannot heal any of your allies. You can still heal yourself, but since you cannot target any other allied ships, you cannot heal them. To end the effect, you either kill the ship using it, or wait for the 30 seconds to expire. It takes advantage of the fact that cruisers are a pain to kill, and allows them to actually TANK.

It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
We're not NPCs. We shouldn't be forced to target anything. It's one thing for ships to be able to say "Don't target me!" but it is an entirely separate thing to have them say "Target me!"...

It does the full value to the ship using it, but if it is used on another vessel then it is at a reduced amount. As long as the magic wand healing exists in the game, there's always going to be problems - usually with additional problems layered on top of other problems on top of other problems, etc, etc, etc...as they try to bandaid the issue without ever addressing it.
Give cruisers a 'command aura' passively that grants a benefit to all allies in range with several to choose from. Make others want to kill them, don't force it.
PS: Neuter the sheer quantity of passive healing starting with shield regeneration rates at moderate to high shield power levels.
this is true to an extent, too many big heals, not enough big dps resists...
even those heals are power creep to offset the effect of spinning-top DHC moar-dakka escorts.
imo, passive heal rates & small boosts to that should be more important than after the fact bounce hp.

Bounce occurs because it must. It must occur because without spike damage threw the roof nothing will die. Nothing will die because passive regeneration amounts are completely out of whack and on their own negating normal damage output levels.
Leadership got nerfed. It is now time for shield power, and shield regen in general, to suffer the same fate. Especially considering it grants more passive sustain than leadership did by a significant amount.
Well, you can cut one in half. Duct-tape some cannons to the front and call it a Tactical Cruiscort.
Or
You can fly you're cruiser to a Starbase, and buy a science ship.
