Flotilla and Doff Missions

With my Fed I can do Sector and Ship Doff Missions at ESD, plus the HoD Missions.
Beeing a Romulan at the Flotilla, I do only have access to the HoD Missions.
Is that intentional?
Usually, I am doing a lot of level-up with those doff missions and it would be pretty handy to have full availabitlity.
By the way I am sorry for the spelling, I still dont know when I have to capitalize nouns in english.. :P
