Romulan crafting

Everybody may laugh at me, but I crafted some items for my new rolled Romulan characters. Since they are in the KDF they use disruptors. BTW, the low level items are very good, you steam roll through the missions with that stuff.
So I thought, let level crafting on one of these Romulan characters to make plasma weapons. I have tons of materials, so I don't need to collect stuff. However looking at the development screen of my Romulan character he will make phaser weapons. The character is KDF allied, so even a bit stranger. Looks like the devs patched romulan crafting up with Fed crafting.
Again perhaps I am stupid, but another reason for leveling crafting is the idea tha even when there will be an overhaul, characters with zero crafting will still have zero crafting and characters that have maxxed it out will probably get it maxxed out again or a good head start.
