Rommy power levels in Non-Warbirds seems off

While flying a non-ward bird, I noticed the base power of 200 which is normal, but the min power level was 15 instead of 25. This allows for 100-70-15-15 base levels. I'd assume this is a bug, but w/all the other changes idk if it was intended or not. Anyone know?

    When they changed it from a penalty to a base level for Romulans, they changed it for all ships.

    (They had to change it for Romulans, or they couldn't get to 100 in anything.)

    The minimum power level of any subsystem has been reduced to 15.

    Is it really a penalty if it provides more options though? There's nothing to prevent a 100-50-25-25 setup. I'd call it a benefit.

    But before, a system set at the minimum of 25 was getting knocked down to 15. So they had to change the lower limit to keep things the same.

    Gotya, but it seems it would've made more sense to keep that for Rommy ships which have a base of 160 power. Sounds like it was an all or nothing tech issue if I'm reading what you wrote correctly.

    Before the change, which was kind of surprising...

    Romboat:
    Base 40
    Attack x/15
    Defense x/15
    Speed x/15
    Balanced x/25

    Non-Romboat:
    Base 50
    Attack x/25
    Defense x/25
    Speed x/25
    Balanced x/25

    Folks were expecting them to fix the Balanced x/25 for Romboats to be x/15 like the others...
    ...but bam, everybody got x/15 for everything instead.
