I just started the Romulan content and I am looking for viable builds for the tier 5 ships.
At the moment, I have a tac running a D'D retrofit using a hybrid Aux2Batt/Shutdown build:

I call this "Popd'd" because the main strategy is to cloak, get right in their face, shut them down, and hammer them with cannons before cloaking and starting over. The shutdown is to keep them from moving to take advantage of the D's "space turtle" limitations. It is okay, but I'm wondering if there is something better.
I also rolled a sci, and that is where I'm having the most difficulty. Most of these ships are geared towards escort-minded players, and the tier 5's are woefully under-equipped when it comes to engineering and science slots, despite having one high level one. Now, I'm not complaining, mind you--I like that the Roms fight different from the Klinks and Feds, but I'm having trouble figuring out how to make a sci build work--what skills, what specs, what ships, etc?
Can anyone give me a bit of guidance? Feel free to critique the build I posted too. It was put together in about five minutes, so it is probably lacking in some areas.

The inertia is the biggest issue IMO.
The Projected Singularity is pretty crazy when you land it right, and the Molecular Phase Inversion Field is the craziest get out of jail free card from massive punishment.
Your build is interesting as well. Maybe I will give it a spin. The only problem is the amount of universal consoles, since I do not have access to them.
I've played a Tac captain across every faction for the last three years-ish, so I'm comfortable constructing builds there. The real problem for me right now is finding out how to make a science captain a viable play style right now. Maybe I'm mistaken, but I can't seem to find any higher tier Romulan ships with a Cmdr Sci boff slot except the one Fleet Ha'nom. Since I'm not in a fleet, that one is out of reach at the moment. I guess I'll be stuck in the Subadm Ha'nom for now.
Then the ship isn't worth flying and you end up with a space mollusk.
