I liked giving my own stories to my boffs. The ones that I picked.
My only hope is that when the Cardassian faction is released, there'll be a mission where we capture Tovan and subject him to gratuitous torture in the name of justice.
Yeah, If I wanted to be force fed bad companion dialogue I would play SWTOR. Bad move cryptic. Story is about me and MY bridge officers, not some guy you saddle me with.
I so want to get to 50 and pray there is an unlock to delete him that I am just skipping his dialogue.

Appeasing the people that hate Tovan by making him even more of a permanent presence is the exact opposite of compromise.
Dude, what? This way he wouldn't interfere with anyone's boff selection/customization. He'd only be there in missions. You meet many NPC's in missions, right? Do you like all of them? Cryptic makes the NPC's for missions, we don't have to like them, they're the ones telling the story. This allows people to have total control over their boffs (discharge/customization) and allows for the more personal storyline of having an actual companion. For those who don't like Tovan, suck it up, he's part of the story. That's like saying you don't like Obisek, who cares? You have a genuine complaint if you don't like that he's a boff, as that interferes with your stuff. But if someone disliked Obisek, would you for one moment consider that we should actually remove him? That's just silly.
He isn't terrible, he's just not interesting enough to fill a big role though that may be the result of a dirt cheap voice actor. Which is why I skip the 2800 but that's another topic altogether. There should've been something to happen with him to round off his story though, like joining the New Romulan senate or maybe a death option. I expected "Devil's Choice" to actually involve a choice, the title doesn't make any sense to me. It could've been like Tovan gets put in an incubator, do you destroy them or let a new batch of Elachi be hatched or I don't know just something. He's good in concept just lacking in execution.
They do need to fix other problems first though, without him other bridge officers become him, use of placeholders (Andorians, Bolians and Humans are not on my crew) and why only my away team appear on my bridge bla bla bla. Bigger fish.
So, about halfway through LoR, and I am sick of tovan khev being everywhere. Tovan on my bridge. tovan talking to me about the tal'shiar. tovan briefing me about mission information. I hate him now beyond speaking. I want him to go away. Alas, he has to stay. I have to see him. So, I did something about it. I have to keep him. I don't have to like him. Say hello to my Tovan Khev, Improved.
I can not help but cackle with glee at his transformation. My friends almost pissed themselves at the reveal of the Tovan Khev MkII.
The minute it becomes possible, I am replacing him with another tactical officer. Tovan can sit in the corner wearing his helmet muttering separatist things, while real Romulans work to restore the Star Empire to it's rightful glory.
Until then. Khev will stay this mockery of his former self. This worthless, ugly, stunted, degraded, joke of an officer.
I mildly dislike him because he seems to be the one in charge instead of me when he talks. Other than that he is okay in himself. The biggest problem I have with him though is his haunting of K'gan (poor guy).
P.S. Him complaining about the spiders outside the Reman icecube.
I'm sort of split with the guy. I like that a Boff has gotten such a background that is really integrated into the overall story. But it is a bit distracting from the PC. Anyone ever play Fall Out New Vegas and pick up Boon? Remember how it went from the adventures of you, the PC, to the Adventures of Boon and friend?
So +1 for like and dislike there.
However, ultimately I feel he is a overall good force for the game. It also helps that I really wish I could be RSE or the Romulan republic was a client state of the Feds. As it, I'm more interested in his story then I am the PCs story for the Rommies.

At first when I heard of the way Cryptic intends to introduce Tovan, I was against it. The reason was because I really like the option of customization of all my Boffs that STO has. But, that was what I gathered from the dev.blog about Tovan.
After playing the Romulan storyline, the guy kinda' grew on me. I didn't know how the story Cryptic made unfolded before that (yes, I'm one of those who don't want to play on Tribble, but rather be suprised with new awsomness on Holodeck;)),but the way this story is told and turns out, I really have no problem with Tovan. I think he fits the role he has very well and it's obvious that my char. and Tovan have been friends for a long time and survived the destruction of their colony togehther.
Neither my char., nor Tovan is a skilled and experienced starship captain, so I get the vibe that two palls just complement each other and watch each others backs trying to survive for another day with all that's going on and being Tal'Shiar's most wanted.
He doesn't come out to me as being bossy or the story revolving exculisvely around him, it's what I would expect from two close friends to behave around each other in the situations I find myslef with Tovan.
My biggest deal-breaker was not being able to customize Tovan's appearance. After Cryptic decided to make that possible, so I can put him in a proper Republic uniform, erase the eye-tattoo and adjust his appearence to look unique to me, I'm completely cool with him.
So now, I actually like Tovan. I don't think that I'll ever want to discharge him or not use him. I want him on every away mission with me. Besides, he's a purple Boff with very usefull traits so he's not a drawback, but rather a real asset in my crew. In fact, I don't think I'll be deleting any of my starter Boffs I got playing through the missions. I like the way the came to be a part of my crew, it has a lot of personality to it even if I wasn't the one to create that scenario myself like I do for my KDF and Fed. crews.
I loved finding my crew in the story, Made each one feel a little bit more special ( even if theres a bunch of clones out there) , i do also like having my own characters, But i am of the opinion that if you can't adapt to an NPC's character into a scenario that involves yor Player character , then you might be better off playing games without named NPCs all together

As stated, I hate Tovan because he is EVERYWHERE.
I have him on toilet duty, but then I see him on my bridge. He's not an active Boff. No points in his abilities. Why is he there? I have a LOT more Boffs that SHOULD be there. Crew that I hand picked. Nope, I see the head-cleaner there instead.
Then his need to comment on EVERY situation. At first, it was a neat gimmick. Now it's downright annoying. (I have 2 rommie alts)
There was one time, in particular that REALLY got on my nerves.
I don't remember the mission, but some NPC asked me a question, I believe actually using the title "Captain" and Tovan took the liberty of replying to him.
(hence, latrine duty)
All that said, the absolute WORST part?
I can't even shoot him out of an airloc... I mean "Discharge" him.
Rename, at least?
Nope.
Once he's outlived his purpose (story activity), I'd discharge him in a heartbeat.
It's way past wearing out his welcome.
Infact, I'd go a step further and ask that... once we've completed the story on one character, all alts should be able to immediately discharge him.
For those who like him, cool.

Boy thatd make a grand spring/summer daily event... a planet full of Tovan Khevs and you talk to the event coordinator and then begin a timed event to kill as many as you could in 5min. Collect tokens based on how many you kill, turn in the tokens for a prize at the end of the event :P Make it something lame like a free Boff slot cause really, the prize is getting to shoot thousands of Tovan clones

He has neither shields, nor armor, nor weapons. He is completely untrained in any sort of ground combat.

RnD and upgrade needs less RNG. Less lottery. Something has to change.
