Azure Nebula Rescue: no spawning ships

In Azure Nebula Rescue most of the time neither tholians nor romulan ships are spawning on most locations. Mostly ony one or two of the locations work, and as long there are no scimitars and D'deridex's are spawning all the time, it#s not possible to get all 30 marks.
