It defines what type of kits you can use (equipment sets with division specific powers - for example an engineer would equip engineering oriented kits which would give abilities that a tactical division character would not be able to perform). It also unlocks division specific space and ground abilities throughout your leveling experience.
There has been some talk of overhauling the kit system though, so perhaps in the future, it will function more like the new revamped trait system, allowing a mix and match.
It will not restrict your wanting to fly different ships, like science ships or tactical ships if you chose to be an engineer division character.

I keep rolling tactical alts but im curious about the others, especially engineer. I just dont have the time to invest to regret my choice
