Assorted Boff issues post LoR

Just a collection of bugs/issues that wen live with LoR in regards to Boffs. Feel free to toss in any that I've missed, I'll try and keep an updated list here in the OP.
1) Efficient Boffs did not receive the boost that Efficient Captains received. They're still at +7.5 efficiency.
2) Leadership does not appear to be stacking. Anecdotal testing in several ESTFs last night showed no observable difference between one, two or three human boffs being slotted.
3) Embassy Boffs still cannot be customized. There's an entire Romulan faction now, complete with mounds and mounds of customization, yet we're still locked into the same hideous half dozen faces and uniforms.
4) Base faction Boffs cannot be used to train allied Romulan boffs, and vice versa. IE: A Federation Boff candidate cannot be consumed to train a Romulan Boff an ability, nor can a Romulan Boff candidate be consumed to train a Federation Boff.
