Cannot open lockbox with master key. Min requirement?

I have master keys. I have tal shiar lock boxes.
Clicking on box "use" option generates message "cannot use".

What preconditions must be met to open these?

The only thing I can think is to check and make sure you have room in your inventory. If there is not enough room for all of the items in the lockbox, it will not allow you to open it. If you do have enough room, file a bug report.

try double clicking on the boxes. also make sure both the lockboxes and keys are in the same inventory. i.e. make sure they are both in your inventory instead of having keys in the bank and boxes in your inventory for example.

You haven't joined the Fed or KDF. You haven't chosen a side.

Thusly, you can't open boxes.
