"Critics who say that the optimistic utopia Star Trek depicted is now outmoded forget the cultural context that gave birth to it: Star Trek was not a manifestation of optimism when optimism was easy. Star Trek declared a hope for a future that nobody stuck in the present could believe in. For all our struggles today, we haven’t outgrown the need for stories like Star Trek. We need tales of optimism, of heroes, of courage and goodness now as much as we’ve ever needed them." -Thomas Marrone
All the romulan uniforms (god knows what all their names are)
The Elachi ships need to be added under contacts so that we can a) have them as contacts and b) allows us to reskin other ships as elachi if needs be.
The elachi humanoids are all there but their little drone things could also do with being added as contacts.

By the way.. for some strange reason this is even not correctly implemented in the "original" game (Holodeck/Tribble) anymore, too (it was before season 3!).. is there any reason for that? (For example - you can't select the shoes while wearing skirts or the 7 of 9 pants).
"We might get pretty singed at that range, but not as singed as they're going to get. Engage."
- Captain Six of Nine aka Ashley "Don't Call Me Ash" Campbell
Thank you very much for starting this up, CrypticFrost! I was not expecting this at all!
Space:
Delta Flyer (missing from costume creator, but not NPC contact list)
Peghqu' Heavy Destroyer (missing entirely)
B'Rotlh Bird-of-Prey
Qaw'Dun Bird-of-Prey
...Pretty much ALL KDF "refit" ship skins, now that I think of it. Ch'Tang, Koro't'inga, Ning'tao, Puyjaq, Qorgh, Vor'Kang, as well as the two listed above.
Don't forget the Khyzon and Charal class skins for the Kumari.
Or the Aventine and Rademaker class skins for the Vesta.
Sao Paulo
Steamrunner, if I'm not mistaken.
Ground:
Tholian armor (if either version is different from standard EV suits.)
Kit visuals (which used to be possible to add on to Foundry costumes.)
Space set visuals are also missing, but mainly due to tech limitations. (The Borg set could also use an update, based on the new Tal Shiar Adapted Vessels, by the way. Posted an idea for a scaling appearance for it over in the costumes subforum.)

Something that the recent buggy NPC costume import exposed that I would like to see added are the various armor options. It would also be nice to get the kit costumes.
What haven't we given you enough? :P Seriously though, thank you for taking the time to compile all this. It's good to know we have a representative on the dev team.
You know, it would be a lot easier to compile a list of what we DO have. It's much shorter. :P
P.S. Why do we have to buy Caitians/Ferasans to create Caitian/Ferasan NPCs? Same comment for Liberated Borg and lifetime subscriptions.
Edit: There was a bug in early LoR testing - before closed beta started - when you could make the character creator unlock an incredibly large assortment of costume parts, including, but not limited to:
Devidian parts
EVA suits
Armor of various sorts
Kits
All (and I mean ALL) costume parts that can be used on at least one playable race
Borg NPC parts
In other words, this unusual bug practically allowed the player to access some sort of Cryptic character component library and create costumes with it. (though they couldn't be saved in any form)
Maybe this would be an interesting thing to grant to Foundry users?
Infinite possibilities have implications that could not be completely understood if you turned this entire universe into a giant supercomputer.
1. A mission has a limit of 25 custom costumes.
2. The vast majority of Cryptic costumes are enemies of the Feds.
This means that if I'm making a Fed mission with a lot of friendly civilians, then I quickly use up my custom limit or I have to make lots of duplicates.
It would be nice to have more friendlies among the default Cryptic costumes.

The Mirror ground combat NPCs use one of the Jupiter uniforms colored a dark grey. If they added Jupiter uniforms and MU insignia, which are on the list in the OP, we could make them ourselves.
As for space, yeah we could use either stand-alone mirror ships, or maybe just an MU skin for all the Fed ships.
As it hasn't been a month since this thread was last posted in, I'd like to add to the list of costumes that are not yet in the foundry, since we now have access to it once more. (Ones that we should be able to make custom ship costumes now).
While not costumes, I'd like to see Engineering, mess hall, captain's quarters from our ship interiors make their way into the foundry as objects to place on maps like was recently done with the transporter room. Also, if possible or as a map, the observation lounge from the first contact diplomacy missions.

Parallels: my second mission for Fed aligned Romulans.
We also need all the remaining lockbox ships (Tholian, Tal Shiar, and Dominion) and all the mirror ships as well. And all the Lobi ships.
The Ha'feh is already in there, though it's labeled "Ha'apax". And it's badly bugged when you put it on a mob.
And don't forget all the Romulan costume options as well!

This character is why I don't play my Romulan any more. Tovan Khev is NOT my BFF! Get him off my bridge!
The Temporal ships are all there.

Turret skins. You can't make something look like a turret. If you can swing it, make it so the turret skin also disables NPC's engines.
What haven't we given you enough? :P Seriously though, thank you for taking the time to compile all this. It's good to know we have a representative on the dev team.
CF, there are a very large number of npc costume parts that don't currently work. Once editing is back on I'll try to compile a list for you.

Mirror Universe NPS are basically Fed NPCs with different skins, you can use them as suck.
As for space, yeah we could use either stand-alone mirror ships, or maybe just an MU skin for all the Fed ships.
In that vein, ground turrets and drones would be a good idea as well.
Space could also use a Bio-Neural Warhead skin, at least in the default costume asset list.
Romulan ships
T'Liss Light Warbird T'Varo Light Warbird Dehlan Warbird Mogai Heavy Warbird D'deridex Advanced Warbird
I'll update this more if I think of stuff.
Enterprise Maco outfit ( I know it's in there :P)
