Question about Nukara and Ground Set Upgrade

Correct me if I am wrong, I have the Tholian Elite Ground set, upgraded it with the Lobi Store. Am I not supposed to be able to set this off for 50 nukara marks each? When I go to Nukara Rep, I dont see anything under the "UPGRADES" section, just the 2 basic level up slots above... Am I blind? Doing something wrong? Am I mistaken?

    I had the same issue... those options didn't appear until I queued my first rep project. Functioned normally after that.
