Help with writing a key bind file

I have yet to figure out the key bind thing and am not sure if this is possible but

can someone write me a key bind of the list below. Willing to compensate with 5 mil EC for time if it works out.

Looking for:

right ctrl triggers everything on bar 1
Delete key next to End and below Insert triggers everything on bar 2
Insert triggers everything on bar 3

For 5 mil ec I'd love to be able to assist in some other fashion but what you ask isn't practical. For what it's worth, this is specifically what you ask for:

You need to press each key 10x to activate all though I seriously doubt this will work.

Players normally just hit the space bar over and over and for the most part I'll just be hitting the right ctl over and over so 10 times is fine.

I would like it so it all ways hits my shield balance at 10 ever time I hit ctrl and then triggers 2 over 3-9 if there both recharged 1 over 2-9 or 2 over 3-9 etc in a priority system. But I would be happy to pay 5 mill if your will to work with me and work out the kinks ...

I read the links defcon but its still to complex for me and am willing to pay 5 mill Ec for someone to hold my hand during the process.

Im looking for right ctrl to trigger my shield balance and fire all weapons along for hot key 1 tray 1-10 where 1 is triggered first then 2 so on and so forth.
