New Ship Token not being Granted at Sub Commander Level

Up to level 21 now on tribble with my fed romulan. Have checked the shipyards at both at earth spacedock and at the flotilla. all Subcommander ships are still showing purchase with Dil only. Have not gotten a free ship yet.

I have progressed buy grabbing a c-store ship once the problem persisted to lvl 21 still nothing. :(

Sad panda here. can't fly a mogai.

    Update to the issue.

    Looks like the mission just never triggered. I managed to get the mission, but ONLY after I went and tracked down the guy who is supposed to promote me on new Romulus.

    My Rom/Fed character didn't have this problem, however i cant put in points in the talent window for lv20 - 22 for sub-commander, or am i missing something ? :(
