returning player shield question

hi all i have not played in a few months i have a question awhile back when i last played i had my ship shield regeneration turn blank and go down to someplace that i guess around 200 400 regen of my normal 1400 on both fed and kdf as romulans are soon to be here and i will be back in game a few days after launch joining sto again i have a question of if it was fixed since then? I rely on passive healing i wish to make a romulan character but feel the issue if not fixed will affect my romulan as it did the others

    I use maco xii or the borg xi and the aegis shield depends on what i am doing but all have a regen over 1200 borg with a console closer to 1500 1600 hopefully it will at least recover again even if blank :) or fixed after lor launch i know the devs have been doing six working days a week to get it launched so do understand if any devs read nice work on lor been reading all the blogs
