I hate to call out a dev directly, but this seems to be my only recourse to get any clarity and I know that Borticus handles the DoFFing system now Apologies.
Anyhow, the Quartermaster Battery doff that reduces the cooldown on battery powers currently does not reduce the cooldown on the Red Matter Capacitor or the Enhanced Plasma Manifold, both of which are battery powers. Is this "Working as Intended"? If so, can you adjust the text on the doff explain that it only effects consumable batteries? Clarity would be helpful.
