Make all ships fleet ships.

sorted by tier and 3 separate eras, but at least it's a fleet ship for THAT era, which will also translate into fun times on kerrat.
Lyndon Brewer: 20% chance to capture enemy ship for 60 seconds on successful use of boarding party.

    Sounds like it would be extremely complicated and would take time to work out and it would be worse than the system we run right now.

    gonna hafta keep arguing it on the grounds the fleets have nothing purchaseable by all in terms of fleet ships and gear for their lower tiers of fleet development.
