Projected Singularity Console bug?

The Projected Singularity Console from the D'Deridex warbird battle cruiser refit appears to share a cool down with Gravity Well. I found this out when I used GW1, and saw that my Projected Singularity console was put a 40 second cooldown.
Is this a bug? If not, then why? The console doesn't use the deflector, which would trigger a CD, nor is it a science ability and other science skills do not share a cd with it.
A 40 second shared cool down on a console like that is obnoxious.
