Nerfed quest? or a bug?

For the "salvaged relationships" part of Operation Gamma, the swarmers were a challenge in the past because, well, because they live up to their name and swarm. Set up like i did before, at long range but within 10km of 3 clusters, dropped a turret then shot the nearest. In the past, hitting one aggroed the entire cluster; yet when i did this mission on Tribble with my Romulan kdf alinged engineer, i was able to shoot them one at a time with no reaction from the others. Made the mission easy, too easy really. Repeated the mission with the same result.
