Captain still cannot train space skills

Even after the patch that supposedly fixed the bridge officer training bug, my science captain still cannot train Gravity Well 3 even though I have 6 points in Starship Graviton Generators.
I can train ground skills just fine, but I cannot train ANY space skills except Science Team 3 which is gained from 6 points in Particle Physics which is a ground skill.
