First Complement Bug

I just received the mission First Complement where I can get my DOFF's. The other mission I currently have is The Price of Neutrality. The problem with First Complement is that it cannot be completed at this time. The directions tell me to go to New Romulus to speak with the Centurion at New Romulus Command; however, New Romulus is not yet an active place on the map for me to select. The Romulan Flotilia is where New Romulus will be, but the person cannot be found (at least the map doesn't point to the Centaurion) while on the Flotilia.

    The flotilla is a completely different location than New Romulus. You want Tau Dewa/New Romulus which is just NE of the flotilla.

    At my current level, there is no New Romulus option as of yet. That is the point of my post.
