on my fed aligned romulan when i use photonic fleet it KDF birds of pray appear and vor'cha battle cruisers

    Well, I guess technically, since they aren't really real ships anyway, you could photonically create anything you wanted. In practice, I suspect this is one more of those Romulans-are-not-quite-a-faction issues where they either exhibit undefined behavior or inherit the behavior of their ally.
