No BOFF and no training ability

So I am at level 10, and have gained 6 levels in Medic, but I am unable to train any of my BOFF's. Not sure if this is deliberate (as in disabled for the Beta) or a bug.
Likewise I also have not had my new BOFF at level 9, regardless of what you get during the story missions. Again could be disabled for the Beta, but I thought I'd report it, if it is a bug .
Edit - I didn't get a pop-up to say I could train in Nanite Health 1, nor for Medical Tricorder III, available at level 6 and level 3 medic respectively, nor have I had a op-up for Hazard Emitters III either, available at level 6 Starship Hull Repair.
