During my missions, I get a man called 'Exar' pop up on my view screen and starts talking, I think he is actually meant to be my first officer, yep the annoying purple one we got at the beginning of the game 
On another note, when this Exar does appear he is a bajoran, and when I'm doing the Alliegence mission, he is a Tactical Federation Officer, and yep he's still Bajoran.
Since I'm sure us Romulans haven't got allies yet, at least not yet according to the story missions, as I have not yet chosen a side, I'm sure that this is a bug.
(Edit) In one of the cut scenes with Sela, it clearly shows that the person with us, should be our first officer, and not Exar - who is not even on my rota and now I have a bajoran girl called Nuri....
