I have noticed this bug VERY rarely on the live server over the past three years, but not enough for it to cause any major discomfort, but on Tribble today, I have noticed that in many cutscenes, and even the little popups when one of your crew members is talking, more times than not, their face and head is solid black. I have all of my graphics options maxed on a GeForce GTX 650ti 1gb onboard RAMwith an Intel Core I7 960@3.2ghz and 12gb system RAM.

I'll post more images when they happen. I have noticed that it is not only my crew that is affected, but my avatar as well. When we first got to D'Tan's ship, we both were suffering from black face disease.
Update:
This glitch seems to apply to everyone I run across, as well as in the character sheet. So far, I have only noticed it in space, but here are three more screenshots of the glitch.

Nothing short of restarting the client every fifteen or so minutes seems to do anything in regards to rectifying this problem. Using low quality lighting helps a very small bit for a short amount of time, but other than that, it's still the same problem with EVERYONE'S head being solid black except for the eyes and eyebrows.
Definetly not nvidia, I'm playing on GTX 460 and never seen this.
It could be a DX11 issue tho:

Seems similar to your problem.
