"Train Officer" skills Bugged

The Train Officer button remains locked, and does not allow a romulan captain to train bridge officers in advanced skills such as Cannon Rapid Fire 3, Torpedo High Yield 3, etc.

Yes, I do have the appropriate captain skills leveled up, so I should be able to see these things but cannot. When attempting to access the "Train Officer" menu through the bridge officer itself, it says I do not have any trainable skills unlocked.

Ive noticed this as well, seems to be isolated to romulans as my KDF toon is able to train just fine
