Odd error on startup

Any ideas what causes this:
[0507/232512:ERROR:resource_bundle.cc(154)] Failed to load C:\Program Files (x86)\Cryptic Studios\Star Trek Online\Playtest\devtools_resources.pak
Some features may not be available.
This pops up every time I start the Tribble client.
Would this cause character/NPC exposed skin and faces to have an odd flickering black/blue to normal color on the Romulan side (a texture problem?)? It hasn't shown up on any of my copied characters.
