Cannot respec skill as either Fed or Romulan.

Tried tweaking my skills on my fed captain when I tried to save the results it gave me an error and reset them. I had plenty of tokens, could not see any reason why the adjustments I was performing would have failed.
Tried tweaking my skills on my fed-allied Rom captain, discovered I had no respec tokens despite being told at each rank-up that as a gold member I'd get them. Whatever. Bought a respec token from the C-store with my leftover Tribble-store points and...still have no respecs.
