Cloak Detection

I've been having an issue with cloaking and I'm not sure whether its supposed to be this way or not.

I've cloaked several times to escape enemy fire, only to find that even after I cloak they are still able to track and fire on me. This is happening at medium-long range (5-7km) and its not just the firing cycle finishing after I cloak. They're able to get a fresh cycle of torpedoes and beams on me after I cloak.

    Fresh cycles ? or just old cycles finishing up ?

    Romulan Cloaking now has a higher stealth value, but your Singularity power will make your ship easier to detect.

    And:
    Regarding the Stealth penalty with Singularity, it basically works like this:
    -With no Singularity, you're at a significantly better Stealth rating than klingon Battle Cloak
    -With your Singularity at half full, you're still slightly better than klingon Battle Cloak
    -At full Singularity, your cloak is worse than klingon Battle Cloak

    Other skills, racial abilities, etc. can still modify your cloaking value normally.

    In other words: the higher your singularity power is, the easier it is for enemies to detect you when you cloak. The best solution would be to use a power to get rid of your singularity level before cloaking. This is to prevent players from building up rank 5 singularity, sneaking up on the enemies, and then POW! Right in the kisser! They were most likely doing this for PVP. Kinda stinks though to have to waste it when you only have like rank 2 and then wait 30+ seconds before you can even start building it up again. For PVP I could understand but in PVE gameplay it can make a tough battle even tougher.
