Unable to Train Bridge Officer as Romulan

My Romulan captain is unable to train bridge officers in any skills. The train link in the character sheet is greyed out. The only way to train bridge officers appears to be through the bridge officer trainer.

    I wasn't able to train my Boff's at a trainer either...
