Trying to commision an officer

I purchased a Human tactical officer candidate and when I go to commission him/her I get a pop up saying there is no room on the U.S.S. for new bridge officers, I've looked on youtube and see that people can have 30 officers well a lot more than i've got and i've only got 4. I'm not far off getting to captain after 5 days or so of play sto and the next free ship has at least 5 slots on the starship station

Right as a long time player of eve 4 years or so I've decided to change games so ladies and gents be gentle with me as i'm a newbie at this

    You can purchase extra BOFF slots from the Z-store (under Services). However, if your next rank ship has a 5th station, you should receive a free BOFF slot when you hit that rank.
