Where do i get threat scaling consoles?

sorry for such a noobish question, other members of my fleet said go to the fleet embassy, go to ops, theres an operational asset console i can buy them from. done all that and all i see is warbird reinforcements etc no consoles for sale. am i missing something?

    Shuttlebay of the embassy, believe northeast. There should be the science console vendor.

    It's not a noob question at all - there is sadly a lack of signposting for the Fleet and Embassy stores.
