Seems craptic will never add anythign worthy in game dealing with pvp. Kerat will remain bugged and arenas will be afker filled and fvk a rarity.
Time to do it urself, like growing your own food or building your own house, a self service solution seems the only way we are going to get people "excited" about pvp.
Here is just one Idea.....
ALERT! A KLINGON FLEET INVADES THE FEDERATION TERRITORY!

-- Here a list of players could play for feds or klinks, with one death over a course of many games. Say 25 Klingon players would invade, Then in waves of 5 v5 for arena (with commanders picking the teams for each side-drawing from total roster) they fight through until no one remains on one side.
This could allow for any number of players to sign up on either side, allowing for the "numbers" advantage to be meaningful. The 25 attacking klinks might have to fight off 100 feds... (some would have to go afk or go to bed eventually
After one single death you would be done, sent back to earth or qonos, or whatever (out of the game)
There after it was all said and done bragging rights would go to the winning faction. (could be continued post roms)
(alternate possiblity allow for mixed teams both sides, fnk vs fnk... etc)

...but that's like effort, and I still have Crystals on some toons that require me to fly around in small circles while tossing heals (yeah, I skipped some on some days - I had to, my boredom hit for over 9000 without it being a crit!)...
Actually, Mini, I think that drkfrontiers has proposed a similar idea. Perhaps he can chime in here?
Yes. A long time ago, I proposed a territory control concept called "STO Frontlines".
I even started creating a campaign map for it and started sketching out the rough ideas for it. Perhaps some of you recall the trailer .
It essentially involved tournaments and challenges around sectors and zones.
