Of course. They add nearly another half a foward arc weapon and even more so when you have the full console set and use the abilities with them. I notice a notable improvement in my DPS.
I love them. If you team has a good tank cruiser taking the aggro the boosted DPS is very noticeable. Also do not be afraid to throws heals on them.

It depends. I used to use them and when they're out, they do boost your DPS significantly but it's a double-edged sword.
They take up a console slot, which you'd think for the added DPS that would be fine but:
1) They have very low hitpoints and are easily destroyed by enemy fire, torp spreads and AoE dmg from exploding dead targets.
2) They seem to have a maximum firing range of only about 5km, which puts your wing cannons directly in harm's way of numerous sources.
So during the 3 minutes you're waiting to recall your wing cannons again, you're pretty much wasting a valuable console slot.
I still use them from time to time, depending on the situation but I find them more of a liability then a boost.
1) This is true but if you keep moving (like a proper Escort should) they tend to stay out of harms way enough and tend to have a high defense rating.
2) I am not sure why this is the case for you but mine fire at the standard < 10K range like everything else does.
If you have the full console set you get to use all the abilities with those wing cannons. Let me tell you, Rapid Fire or Scatter Volley is pretty epic with those Platforms out not to mention the Cannon Overload or the Tachyon Blast thing they can do.
