You may say that I'm not the type of person you make missions for which might be true in some ways but the current direction of the game does not make people want to play the foundry. The rewards have been fairly poor and the game is certainly leaning in a grindy direction and if less people are playing the foundry, the more likely it is to lose support.
Well, I don't play a lot anymore because I kinda set my standards rather high even while picking them. Not to mention the fact that 80% of the missions I can see without custom searching or scrolling past a few TRILLION missions are now grind missions.
Me, I play Foundry missions for the same reason as the reason for Cryptic bringing it into STO in the first place - it's a virtually inexhaustible source of content, and some of it is actually pretty good. :P
Infinite possibilities have implications that could not be completely understood if you turned this entire universe into a giant supercomputer.
