When using Shooter Mode with the alternate overlay method (i.e. hitting R then 4 gives you the second row's #4 power, T + 0 gives you the third row's 0 power, etc.), with either either the second or third row, it ignores the row and fires the power from that slot on the first row. I can find no option I can change that appears to affect this. The only discrepancy is that if I assign 1 to "Shooter Primary" rather than "Skill 1 (First Row)", I can use Skill tray 2 slot 1 when hitting R followed by 1.
I believe I encountered this at one point on Holodeck, but it is now resolved there and I don't recall what (if anything) I did to fix it. Possibly it corrected itself after a patch.
YES! Thank you someone else encountered this problem. Yeah Shooter mode is broke at the moment and telling people not to use it frankly isn't a solution to some people. I know people who are forced to use it due to them finding rpg setups far too uncomfortable.
Out of curiosity, are you using the standard mode (R goes up, T goes over, IIRC?), or the alt mode (R for 2nd row, T for 3rd)? I never use the standard mode so I keep forgetting to test it, and adjusting to that is even more painful than operating in RPG mode (for me, anyway).
