Anyway, true or not, I still don't understand why we can't change his costume, at the very least. Even when used in cut scene, they use the actual Tovan, no matter his look, the same way they use our captain, and not some generic captain.
Because there are missions where you're saddled with an NPC Tovan, not your Tovan. Unlike say TOR's companions, STO (as far as I'm aware) doesn't have a way to correlate NPC appearances with player-modified ones.
IE: if you changed your Tovan's look, the game isn't able to extrapolate that into an NPC Tovan look that is used in the missions where your Boff isn't actually with you because as far as the game is concerned they're two completely independent entities..
You guys are doing this wrong say you LIKE the way tovan khev is and rave about how much you love the way he is forced on you and cryptic is sure to nerf him or change him.
like the rom battle cloaks we loved them and were happy with them and cryptic nerfed them they nerf everything we like so like tovan khev and they will change it lol

Yes, but I'm sure Picard never used another officer to train Tasha for "Torpedo spread 3", and spend lots of skill point to promote her.
You are comparing lore with gameplay. In STO, I use a BOFF for certain skill in my ship. In TNG, Picard say "Torpedo full spread !" and it happen.

Again, you're not seeing the technical problem. TOR is able to comprehend and adjust appearances for it's NPC characters based on player changes (IE: using different outfits, appearances etc.). STO can't do that. The NPC Tovan is, so far as the game is concerned anyway, an entirely different character from the BOFF Tovan.
For the sake of continuity it's far better to have a single appearance than be randomly changing the looks of your boffs based on what mission you're in.
While its not on Tribble yet, Dan has stated that Tovan has a lot of VO related to him. That makes him being "random" not likely.
Hopefully they open up uniform customization on him, that would help a lot probably.
We don't even have BOFFs out in most social zones or group queued content, so its not like people will be that exposed to your Tovan.
OMG His VOs are horrible. Ruins the Romulan feel with his street slang. The written dialog was bad but when its actually spoken out loud.....

He isnt my friend. He isnt even my first officer. He just needs to STFU and follow orders and put on a proper uniform and address me as his superior commanding officer.

Thats not MY story either. My character attended the military acadamy and my family has admirals stretching back 100s of years. My entire life has been dedicated to the service of the Romulan Star Navy.
